The City of Lebanon, through its Strategic Plan Task Force (SPTF), invites Requests for Qualifications (RFQs) from consultants with experience in municipal strategic planning, public engagement, facilitation, analysis, and implementation. The Lebanon City Council established the Strategic Plan Task Force to define and guide the process for revising and refining the City’s Strategic Plan, and to deliver a recommended scope, process, and consultant recommendation no later than November 30, 2026. This RFQ will inform those recommendations by identifying available consulting expertise, approaches, capacity, and planning-level costs.
